I've forgotten just how many separate bones are in a person's foot - but it's many more than you might suspect.
A person with"flat feet" may have muscle and ligament problems, as to the position and strength each bone is suspended. As we age and gain weight we are asking more of our feet, and they are less able to provide the support asked of them. Pain can result from it all.
Today most people with such a foot condition will see a podiatrist (foot specialist Dr). He will assess your weight distribution and the movement when you are barefoot.
To address the problem, he often will ask you to wear a specially shaped orthodic foot and arch support in your shoes to hold your bones in a more structurally supportive position - to reduce undue pressure causing the pain.

I am flat-footed too, & yes, it's painful to walk or stand after a while,
i've learned to wear a good shoe w/a good arch, not too big or that will hurt too.
I have " come to peace" with the New Balance 608, it has a good side wall & arch support. I also have put the NIkken magnets in my shoes to circulate the blood & relieve pain. it takes a while to get used to them , but it 's definatly worth it. You can even find them ( brand name, not all magnets are both north-south) On e-bay! i did!
Havng diabeties, complicates things true. & it may''ve just showed up Or started bothereing you cause you may A: gained weight. B: aged. C: not worn good quality shoes to support it in your youngster years.
I didnt know to wear good shoes til a dr. said it had a lot ot do w/ my backache.

Flat shoes usually don't have any arch supports. Without arch supports you might as well be walking barefoot. If you have a really nice arch in your foot, then wearing flat shoes will hurt you even more. Look inside your shoes and see if it's flat. If it is, then there is no arch support in that shoe. Therefore, your ankle is working harder to support your tired feet.

Having flat feet mean every step is causing unnatural pressure on your foot. It often gets worse over time and often gives you back problems too. Diabetes can really complicate things so have the doc check your feet.
