Nande means what or why and desu ka is a broad phrase that expresses existance and can mean "is it?", "Are you?",etc. so i guess it depends on how it's used
but i would guess "Why is it?" or "What is it?"

It's 何ですか? or "Nan desu ka?" It means, "What [is this]?"
何 is pronounced "nan" or "nani" in Japanese.
FYI: In ancient Chinese, 何 "he" means "What?". In modern Chinese, it means "Why?". The Japanese language still uses the ancient Chinese meanings for Kanjis, so if you learned modern Chinese, and then go to learn Japanese, I bid you "Good luck!" That's why people don't know how to translate some things from Japanese into English.

it should be written as nande desu ka..but pronounced as like that...
nande=why
which means "why is it?"
