RDH is Reference Data Height
Glide Path, GP
A radio beam giving vertical guidance along a sufficient glide path (normally 3 degrees) down to the runway.
The glide paths are to reach the landing threshold at a height of 50 feet (15 m) plus 10 feet (ILS Reference Datum Heigth, RDH).

I believe this is the REFERRENCE datum height, and it is a value of vertical distance /height/ of the ILS glide slope over the threshold.
it is no way related to the mean sea level, it would be called ALTITUDE not height. Height is relative to terrain or airfield, altitude relative to the sea level.
you will find this value in the instrument approach charts of ILS approaches.
