'EX-felon'. . . . NO such a critter. Once one is convicted of a felony, they are 'Felons' FOR LIFE. A convicted felon is not allowed possession of ANY type of firearm for ANY reason, except possibly for duty if they were allowed to enlist in military service, and then it would be service weapons for duty ONLY.
If one keeps their nose clean for a certain period (I believe it is now ten (10) years), I understand it might be possible to have one's Second Amendment rights restored, but, I know several who have tried, a couple for YEARS, and NONE have been successful.

Exfelon would imply that the individual had committed a felony crime was convicted and later had their record cleaned (expunged). If that is the case, then from my limited understanding of the law (I'm not a lawyer) the said individual would be treated as if the felony crime and conviction had never happened. When a felony is expunged, certain rights are restored and gun ownership can be one of the rights.
If you mean exconvict that the person has committed a felony and has been charged and was found guilty or not-guilty by mental defect, unless the expungement occured the person cannot own any firearms of any type. The person in question would know if they had a felony expungement or not. If yes, they should be clear to own a gun. If no, the individual could try to get a felony expungement but they are time consuming and costly, worse yet, there are no guarentees that it will be successful.
