you cant spot reduce body fat so the only way to go is lowering body fat percentage which you achieve with healthy diet and exercise (cardio 4-6 times a week for average of 45min plus light weight training)

Well you can start by excercising lots daily, make sure you run around the track 4 times a day at a high school or something, eat 1-2 snacks a day only (eg:veggies,fruit, almonds) anything low in sucralose or that's got natural sugars, get your proteins, drink 3 glasses of milk or 2 glasses of milk and a lowfat or no fat yogurt, get your fruit and veggy servings, drink 8 glasses of water a day and 2 after your run. When the fat is gone if you want killer abs/strong abs:
do 100 situps, 100 crunches, 30 pushups, criss cross,
every day and increase the crunches and sit ups more and more to challenge yourself, you can also do yoga which strengthens your muscles, works ya out, relaxes you or do pilates or rent a pilates or fitness tape from the video store, do this everyday and you'll have really nice abs.

Well, I am 32 and have had four kids and I have a perfectly flat stomach and you would never even know I have had any. I have a habit of always keeping those stomach muscles tight. All day sitting or walking and I sleep on my stomach. Don't suck it in or hold your breath == just keep them tight all the time. It has always worked for me. Sounds stupid but no matter what you do it takes time. Crunches, if not done right could cause you to make a large bump in the middle, ya know? I used to do them and I got too much muscle above my belly button. You can feel it when you tighten them up. Well, good luck!

It's about $15 at the book store, and it's specifically designed with exercises for abs and a meal plan that targets weight loss in that area, if you choose to diet as well.

Assuming you are already doing weight training then increasing your cardio workouts frequency and intensity should help burn off any extra subcontanious fat you have.

Start eating low glycemic meals and snacks. Stuff that doesn't spike your blood sugar (sucrose) levels.
