Our 1 year old lab puppy has itchie bumps on her back side near tail and around her shoulders. she bites and scratches these areas. We have bathed her wth medicated itch relief shampoo & spray but it hasn't gone away. we also use advantage on her every month so we know it isnt fleas. any suggestions?

You still can't be certain it isn't fleas. If you're not treating you environment i.e spraying your house with a proper spray from the vets, there will still be fleas around - your dog could well be allergic, in which case monthly Advantage will not be enough. If you bathed within 48 hours before OR after applying the Advantage, you will have inactivated it anyway.
Mites and allergies can also cause these symptoms, so you'll have to go to a vet if you actually want to know the answer to this question.

It could be a food or environmental allergy. You should contact your veterinarian and explain the situation. She may need an allergen-free food.

it could be mange mites or fungus...go to a vet!
