If a doctor is an attendant, what does that mean? Is their training done?

Their training is done in so far as they are licensed and they have completed their residencies, and they supervise the residents. They may or may not go on to a specialty later, and of course, with most medical professions, docs have to take courses every year to brush up on medicine, well, even though they are sometimes correspondence courses and not particularly difficult.

An Attending Physician of Record has completed his/her postgraduate medical training. A Resident physician is in the midst of his/her training.

A parking attendant may or may not have completed any medical training which is simply not relevant to his job.

The word is "attending" physician. He or she is a fully accredited physician attending to patients. In a teaching hospital, he or she does have resident physicians in training under him (or her).
I was an "attending" physician in private practice - - board certified in Internal Medicine and Medical Oncology/hematology. At times I did have interns in Family Practice to supervise as they learned to take care of hospital patients in a community hospital setting.
Yes, "attending" physicians are qualified and experienced, fully trained doctors.

It simply means that his father, mother or relative has been admitted, and he ( Doc ) is there as an attendant
