Your dog needs to be walked after meals, in the morning, and before bedtime - also during the day so he CAN potty outside. He can't use your bathroom and has no yard, so you need to walk him enough to let him potty when he needs to.

You don't kill fleas, you prevent them, the only things that do that completely are to put a topical liquid on the back of the dog's neck every single month. Frontline and Advantage work very well - cheap non-brand stuff does not, and dish liquid can do a lot of harm to your dog's skin and hurt him if he gets any down his throat or in his eyes - don't do that, I don't know why people keep coming up with that old-wives tale clunker.

Frontline or Advantage - Advantix if there is also a tick problem.

Regarding the fleas - just get some treatment from your vet, like Frontline, and stay away from pet store stuff. It doesn't work.

one person needs to teach him to go outside. after that's done, then anyone can let him out. first you must let him out as soon as you get up in the morning. after food and water, and after playtime. try to say POTTY OUTSIDE, teach him a certain spot, to let you know he's got to go. it's takes patients, and i mean alot. but maybe just maybe with his paw he's letting you know. my cocker spainel/ sheepdog does this to me once in awhile, then runs towards the door. or try saying SHOW ME. hope i make sence i worked a 14 hour day day today. if you have any questions just e-mail me. i'll be happy to help you.

When you bathe the dog, mix some soap(dish) with its shampoo, it will kill the fleas instantly because of its high concentration. Don't use to much for the dog will get dry skin.
