Who knows or cares if the government CAN do that? It's not the government's function to protect anyone from being hated.
Protection from actual hostile acts is another matter. You need to learn to separate the two ideas.

Depending on what you by hate. Do you mean violent actions against themselves or their property then the Government can only protect them so far and they should also be ready to defend it themselves.
If you mean from speech that is along racist lines then there is nothing to protect if you don't like it then don't listen to it.

who has a right against hatred? I never heard of such a thing. In fact, the 1st amendment allows it pretty specifically.

Uh, dude, the FBI and other agencies of the USA have been trying to stamp out the Klukkers since they began.
Hate however, isn't limited to any particular color, race or religion.
everyone should do their part.
The Government can't do it all.
