I live in Louisiana, and if we have a car we do not drive, the licence plate must be turned in. As long as the plates on it we have to pay insurance. If the insurance is dropped and the plate is not turned into the DMV, they put a flag on your licence.

You only have to pay insurance if
l. you are still making payments on the car or have a lien
on it then you are obligated to keep it insured.
2. If you are driving it on the road.
If you are going to leave the car parked you don't have to
have insurance although some states will not give you a tag
or register without liability insurance. Also if something
should happen the car, stolen, or a tree falls on it while
not insured it would be your loss.

Yes even if you just drive it once...
If it is going to sit in the garage for a year and never taken out you can get a NON OP permit from the DMV. I do not believe car's with a NON OP need insurance

As long as the vehicle is not registered for road use, you don't have to insure it legally. OR, if you live in NH, you aren't required to insure a vehicle.
If you have a LOAN on the car, your lender is probably going to require that you insure it, regardless of whether or not it's registered.

As stupid as it is, yes you do have to have insurance. I have a vehicle I haven't driven in about a year. It sits in my garage. But legally I still have to insure it for liability.

The laws vary. In Texas, you ARE obligated to have insurance on any car that you own. But, if this car is genuinely one that is never driven, your insurance agent/broker will take off everything but that absolute bare bones coverages required by law.

If the car never goes on a public road it doesn't need to be insured.

In my country, you can have a car sitting in your garage without any license. As long as you don't drive it outside your compound and into the public road, it is okay.

Ppl put insurance on their cars because they might get in an accident or ppl will crash into their cars. if your car won't be on the road, you don't need insurance. thats a bunch of money bein' wasted since you won't be driving it!!
