Yes...i am assuming you mean someone who lacks skills in English because its not their first language. So in that case it is most definitely racist to make fun of someone.
Reverse the situation and imagine yourself in a country where you do not speak the language well...i doubt you would appreciate people smirking and making fun of you for that reason...

It depends... Sometimes people are just making fun because what one's said is just totaly a nonsense or turns to be funny. Sometimes people are not making fun of you, they laugh because what you said turns to be weird or funny (because you mixed two words, for exemple, you know, like a play on words).

First of all I think it is inconsiderate and RUDE, first and foremost... and yes, I do think that it could also be construed as a form of racist behavior... but I guess it all depends on WHAT exactly was said...

No, it's rude if he are a foreigner because he is obviously trying his best and needs encouragement, not discouragement. However, if he is a native speaker, well, he should know better and have it coming to him. But it's still not racism.

No, seriously... I think everyone laughs at everyone. If I go to China or to Mexico, or to Venice, whatever, I would laugh at myself trying to speak the native language there, so I definitely wouldn't take any offense to being laughed at. LIGHTEN UP PEOPLE!
