You are rather advanced in German, so I think, there is no need to translate "durch" and "winken". People who like to invent words have a nice playground in the German language. "Durchwinker" can't be found in any dictionary. It's just a spontaneous creation by another poet. Imagine a policeman who is directing the traffic with his hands. If we would be exact, he would only be a "Durchwinker" when he gives you the sign to drive on.

but what is Durchwinker? durch = through or by , winker = direction indicator or maybe a name?
