Im not talking about the 10 commandmants, for what are we stoned for, burned, killed, and all other things. How many people were punished in the bible? Why are the rules in the OT not followed today? Is there something in the bible that says, change #1, all previous editions are not to be followed, these are the new rules.

Many of the rules you are talking about were laws of a theocracy which had the physical presence of God with them. Think about the pillar of smoke by day and the pillar of fire by night. Think of the miracles that these people saw in person. If, after they saw these things they still were disobedient to God's laws, what further hope was there for them. They had to either be destroyed or run off because all they would do is pollute the rest of Israel. The new testament says that all these things were given as an example for us. While we may no longer stone someone for cursing their parents, the fact is that cursing your parents is a sin and the wages of sin is death. Whether that death happens immediately under a theocracy or on judgment day when that person stands unrepentant before God, the end result is the same.
