A man is not defined by a leg or an arm. The real man is on the inside. God wants to heal us from the inside out. The real healing is inward. Then it does not matter if we have one foot or have been physically maimed. We are Whole in Christ.

There is no evidence of this statement. He may not have healed an amputee without necessarily "refusing" to do so. I have not married, but I do not refuse to do so. He may have also done this, even if you don't know about it. There is no reason to think you should or would know about it, if it ever happened.
Your statement should be "why do I know of no healings of amputees in ways I find miraculous, with miraculous being defined as something as spontaneous as TNT blasts in Road Runner cartoons"

Because (Christian perspective) He wants us to come to believe in Him of our own free will. If he did many of these *bang* - bolt of lightning - sort of things (that people always pile on Him for *not* doing) we'd just all be a bunch of frightened sheep forced to believe in him.
He does heal people, sometimes in some pretty miraculous ways.

And who says they need to be healed? Is your peace of mind attached to a limb? Sure everyone would love to have all their limbs, but some do not. Some people are born without limbs. Those people are quite happy, they don't think about what they never had. Perhaps your whole entire reason for living would crumble if you lost a limb? I know a man who was born with 4 stumps and he is a very happy and content man.
God doesn't need to heal them. You can amputate the limbs, but you can't amputate the spirit. Too bad that some people's spirit are easily amputated.

What? Well, I believe we all choose who we will be in each incarnation and what we will experience. So if someone is an amputee, they must have spiritual lessons to gain from that experience. Why would God take that away?

He does not refuse; there have been creative miracles all over the world, but it's not big news here; we will see more and more of it though
there have even be dead people raised, but you don't hear that on the news either
