Your sister? I would start with NOT her a friend anymore. This chick is dangerous and can create more problems. What did your parents do?
There is nothing you can tell your sister at the moment. She probably feels so ugly, angry, and many other emotions. When she settles down, explain that there are better ways to deal with anger (sister was fighting, too, right?) and that there are consequences. This time the hair, next time what will it be? Her life? Have your mom take her to a nice salon and have the beautician do whatever repair she can...some cute hairstyle, until the hair grows in again.
But in the meantime, ignore the girl; don't start more trouble by interacting with her. She needs the consequence of having lost a friend. How sad for both of them, but your sister hopefully will pick a nicer friend. One who knows how to handle anger. I know, she is only 12, but she has her own issues that haven't been dealt with in 12 years. No excuses for her behavior; she isn't a 3 year old who happened to get her hands on scissors; she plotted and planned this. Evil!! Run!! Still curious about the parents in all of this. Good luck and give your sister a hug.

Aw that is really mean. Tell your sis that if she does not like the new cut (i mean who would) then to go to a hair dresser. And if she is still steamed about it (i sure would be), just tell her if she really does not want to talk to her "friend" then don't. Tell her don't say a word to the girl and if the girl says something to your sis, then she should just walk away. And I suppose that you parents will end up telling the girls parents and the little devil will get what she deserves. I hope your sister the best. And good luck to her too.

Well, if your sister was REALLY mad then you could probably charge her with assault or something...you could talk to the police, but I'm sure you can resolve this on your own.
Tell your sister that the doctors shaved MY hair when I had brain surgery, and remind her how many people have to go through chemotherapy and lost ALL of their hair.
If she's really that upset about the hair, tell her to buy a wig.

Find a really cool hairstyle that works well with what she has left. And tell her to act cool like she decided to do this and it will just eat the other girl up. A bully or a really jealous person can't stand it when the person they pick on perserveres or just acts like no matter what they do to them doesn't matter. But also hair grow fast and in no time, she will have her hair long again. Who knows, maybe she will like her hair short.

Gosh, what a stupid thing to do!
I totally sympathize for your sister, however, she should try to look at Agyness Deyn or Selma Blair if she wants her hair to look remotely on purpose, like a pixie. With a shorter hair cut she can style it various ways and she will look confident. I know she probably won't be able to get over the crisis at hand, but I hope she's okay!

This person is obviously not her friend, and you should have your parents consult the problem with the other child's parents (if not already). You should tell your sister that hair always grows back, and that maybe you could try styling it differently to make it look more cute.

OMG I can't believe she did that!!
It will be fine though...change in appearances can be really fun! Well for me at least haha. If it looks literally like some kid chopped off her hair, take her to a salon so they can make it look good. I'm sure your sister is really upset about this now, as I would be, but it is just hair, and it will grow back. And short hair cuts like this can look super cute and I'm sure she'll grow to really like it. I wish her luck!! =)

To kick her @$$. Then take your sister to a salon to get hair cut as nice a possible!!!. Is it long enought that she could get extensions? They can be expensive, but she is only 14 and the kids in school can be cruel, I would pay the extra money so she can get the nicest ones.
