Payroll deductions are done the same for every employee worker in the US.
Immigration status doesn't matter.

If an employer is paying people cash in hand or 'under the table' who knows what they do, but the employer is cheating the gov.

I think it depends on the type of employment. If it's full time with W-2 then yes. But if it is independent contract work then no.

I should know this. I believe they take out federal taxes, but not state. I know the company has to pay taxes on the earnings paid to a worker who has a work visa.
