ALL puppies of this age are biters. Until they learn it is not okay, this is just what they do. Sometimes it takes awhile for them to really get it, but you are on the right track. Any time she does it, just say NO loudly and when she stops, put a toy in her mouth and when she chews on the toy, praise her.
Eventually she will get it but you have to be very consistent and never let her get away with it. Consistency is the key!

I've both read and successfully tried this: let your hand or toe or arm go limp. Puppies will want to play more if there's a struggle or a reaction that even remotely looks like play. Some of them actually seem to think you taste gross when you don't play back. So get ready to bore her by not jerking away or anything. It might take a while. But, I think the toy in her mouth idea will only train her to bite you to get a toy.

At this age, all puppies are biter. Dogs uses their mouth to communicate, just like how a dam lick and nibble the newborn. They cant use their paws, can they? Just think of it as how it wants to draw your attention or how it wants to show it loves you. You are doing the right thing to prevent this - be patient and give it another 2 months, I am sure you will see the difference.

When I took my puppy to the training class, they said when the pup touches you with it's teeth, say "Ow" and then back away. This also works if you have a treat in your hand. When you feel the teeth, put the treat next to your chest and say "Too bad." Offer it again and repeat until the dogs uses a soft mouth. Then give the treat.
This will take some time but the pup will "get it."

You are your dog's pack leader. So, you should treat it like real pack leaders do to junior dogs in a pack who act inappropriately.
Puppies need something to chew as they teethe. And, unfortunately, she doesn't realize that your toes are inappropriate teething toys. But, make sure your dog does have enough teething rings and toys (nylon bones and rings are the best) around the house.
When your dog bites you, give her a pinch on the back of the neck (not enough to hurt, but get her attention) and hiss at her. Then ignore her. If she continues biting, pinch her harder and hiss louder. If she doesn't respond and stop biting you, pick her up and take her to a pen for a timeout.
This method can be used to control all kinds of bad behaviors, including barking. It mimics the behavior of the senior pack members when correcting the behavior of a juvelile dog and it's something your dog should understand instinctually.

Some dogs think its funny when you scream and jump.
A couple of things you can try are (kind of gross but if you can stand it) tobasco sauce on your toes, or rubbing alcohol or go to the pet store and buy Bitter Apple spray and spray that on your toes and fingers. Then just innocently put them out there where she will likely take the bait. When she takes that nip say "No Bite!" and so she gets a command she can recognize along with a nasty taste in her mouth.

All puppies bite. Especially that young. It's how they play.
That said... everytime she bites, just act hurt/angry, walk away, and stop playing (don't give her a toy... that just says biting = toy). In time she'll see that a) biting hurts you and wouldn't want to hurt you and/or b) biting results in an end of playtime which leads to utter boredom and she'll find a way to play without.
That said... again, all puppies bite. It's playful, not aggressive.
EDIT: DO NOT spray her with water or hit her... that just teaches her to be afraid of you... it doesn't communicate that biting hurts/is wrong.

This is perfectly normal for a 8 1/2 week old pup, because they are still getting used to their teeth. There isn't a whole lot of training you can do at this age. THey are like a baby who needs a teething ring.

This is normal puppy behavior. She will grow out of it eventually. In the meantime, try to teach her the appropriate level of pain for "play" biting. Scream "ouch" and refuse to play with her when she bites.

I would continue to give her the toy... when she bites your toes tell her NO! and give her the toy and tell her good girl....
