All the red lights are blinking when I plug the controller into the PS3 or into my computer. Does that mean it is charging? How long does it take to be fully charged and how will I know when it is done?

Yes, when all of the lights are flashing on the PS3 controller when you plug it in a computer, it does mean that the controller is charging.

If your controller's battery is almost all the way used up, it will take about 1 hour for it to completely recharge. You will know when it's done charging when all 4 lights stop flashing.

While on the PS3 starting screen, press the PS button (The one in the middle of the controller) In the top right hand of corner of the screen the current battery life of your controller will flash up, If the battery cells are going 1,2,3,1,2,3,1,2,3 Your controller is charging.

that means the controller is off and its not charging.... press the ps button only one light is supposed to be blinking.... takes about 2hrs for a full charge... when its done itll stop blinking....
