You need to put a credit card on file with them. If you were to sell something on ebay for example and took the money out of yourpaypal account and put it in your bank account and never sent the item paypal would need to reimburse the buyer and they would take the money from yoru cc. That's the reason you need a cc to open a paypal account. If you have a debit card with a visa or mastercard logo I believe that would work.

You do not need a credit card or a checking account to open an account with PayPal.

If you are planning to use them to handle your transactions for an online business it will help you to open a checking account at your local bank so that you can have 'Verified Status'.

This tells your visitors that you are legit and can be trusted.

You can use EFT (Electronic Funds Transfer) on Saving or Checking Account. Need Bank Name, Account Number and Routing Number.

You don't really need a credit card. You just need to have a bank account where your money can be withdrew and deposited. It doesn't matter if it is a checking or savings account.
