i have a picture that is in color but i want to know if its possible to turn it black and white

you can edit it in a progam that you currently have on your computer. If you dont, a good one for editing and organizing pictures is picasa2 by google.

allows you to upload the picture directly to the sight and edit it there without having to have an account. Once you upload it go to "adjust" then "black and white".

Scan it into your photo editing program, save it, then find the button that converts it to "greyscale". It should be in one of the program's menus along the top of the window. Save it with a file name different from the one you used for the original.
