I think its the Chinese but everyone says it isn't.

It was the Chinese, and it was introduced to America at about the time of the "Gold Rush" days.(1848–1855)

Most of Chinese food was changed once it hit USA. SO the Chinese Americans invented it here in the USA.

It was created in a restaurant in LA from left-overs when several people can into a Chinese restaurant late at night just as the place was about to close.

Hmmm... I would think it's a Chinese dish too.

Unless people are telling you it was invented in the USA, but I would think the dish is based upon a recipe from China.
