If you mean vertical take-off and/or backward flight, hummingbirds can.

If you mean fly without using wings, all birds can - downwards.

Many bird of prey also master flying into the wind at the same speed as the wind, so that they remain over the same spot of land for a period of time. Give's them time to find a target. Hawks are great at this.

Old movies with cheap special effects seem to have levitating birds(although you can see the string tied behind their backs).
