You received NO CORRECT answers so far. The law requiring passports for LAND and SEA travel will not go into effect until after SUMMER 2008. See webpage below and read the top half of the page to see the CURRENT announcement. If you ar FLYING, you will need a pssport. If you are going on a cruise ship, the law does not require you to have a passport yet, but some cruise lines require their passengers to have passports. So...it is best to call your cruise line and ask their policy.

If you are flying directly to that island then yes you need a passport, that includes Turks and Caicos. If you are going by cruise, which will depart and return from a US port, then you will not need one until January 31, 2008. The only places that do not require a passport are US territories like the USVI and Puerto Rico.

The US government made the law that to leave the USA (and be let back in.) you must have a Passport. The US used to allow you to just use a drivers license. But now "illegal aliens" in the United States are allowed drivers licenses in some cases (meaning they could leave the US and be let back in without any question.) so the US government changed it to a passport because passports mean that you are actually a citizen or naturalized.... The US government and their decision not to crack down on illegal immigration across the US borders is the reason why you need the passport in a nutshell. Why? Because some U.S. states are giving illegal aliens drivers licenses no questions asked.
The cruise ships lobbied the US government for them not to need passports until Jan 1. 2008. And ofcourse after Jan 1. 2008 you'll need a passport to goto Mexico and Canada too when traveling back to the US after Jan 1, 2008....

Charlie has it right.........
the only Caribbean islands an American doesn't need a passport for are Puerto Rico and the US Virgin Islands.....
and passports have been around for 300 years.........
