It depends on what kind of trouble, whether you were arrested or not and if the crime is one of 'moral turpitude'.
It will also depend on whether or not you need a visa.

You should get all of the paperwork from the police and the court regarding your 'trouble' and review it with a US immigration attorney to help you decide if you can visit.
