Mainly because there are thousands of exiles from Cuba in Florida and they would not be very happy campers if we did.

I would like to add, I don't blame them!

You can thank both John Kennedy and Bill Clinton, respectively, for that. I would much rather enjoy a good Cuban cigar than purchase cheaply made Chinese goods.

we have an embargo against Castro & Cuba.. we stopped domestic relations with them when CAstro took power

The military doesn't control trade. The Navy and Coast Guard merely have missions of protecting trade routes. So, I think you posted this question in the wrong category.
