I know just how you feel!
Not sure where you are from, but look up a book about Youth Rights in your country. Explains everything about rights for the kids, teenagers to young adults .... very worth having. Educates them on the right and wrongs in everyday life. Also helps them about stranger danger and what to do in difficult situations if they ever should find themselves in one. It's all about choices.

I will teach my kids to know when something is bad or wrong and if they thing something is wrong say NO or tell an adult like teacher or even the principal .. I tell them not to be scared of anything and if an stranger calls them t run away from them and look for an adult, police,security etc. Never accept anything from a stranger and even if a non stranger give them a candy or anything to show it to me first and we will decide.. TO always be safe like don't running, don't play with pencils , scissors... Don't play rougth , don't jump on the beds, when riding a bike or skates wear safety halmet.. If we do teach them since they are little babies they will get used to it and since we CAN"T be with them 24 / 7 they need to learn a little safety and always go through them with them just so they won't forget... Also to learn home adreess , phone number and maybe directions to home , also your cell number and how to use 911 number and I guess with some of this things that I used with my kids they can be OK without a bodyguard.. THis is not overprotecting is just a way for them to learn good from bad and still have FUN !! :)

by being with them till they are at an age where it is time to start letting go. Never put them in dangourous positions. Kids learn from mistakes and need all those little bumps and scrapes.And also remember it is actually rare for bad things to happen to kids such as kidnapping and being killed.
In case of molestation...this is a much higher chance so without being too paranoid that you wrap your child in a bubble you avoid situations that would put them at a higher chance. Such as letting young boys go into male public toilets by them selves.

Always be there and always know who and what is around your kids. You cant protect them from every bump and scratch...but you can dictate who has access to them (including other children who might not be so great for them to be around).
Teaching them young...dont think its silly to explain things more "mature" to young kids....you'd be surprised what sinks in and they understand.
LEt them make mistakes....those mistakes will make them more cautious.
