Why would God create the world and man. Could be a lot of reasons:
He was bored and needed a project to work on
He's appeases his curiosities by using the world as a science experiment
He was lonely and wanted people to provide some companionship
He has a gargantuan ego and wants to constantly praised and worshiped
He has a huge appetite for sadism and likes to see us suffering and in despair
He is not at the top of the food chain and has superiors who told him to create the world for reasons he may not even understand or approve of.

God didn't need to do it. He wanted to. In His creation, subjests are given free will to choose Him. Lucifer was created to serve God and chose not to. There was no redemption available for these fallen angels. When God created man He planned to atone for those who chose wrong. By this He would show His great love by paying the price for our redemption. God's love is so powerful it multiplies,increases,grows,expands,produces fruit. His love is glorious. This is why He created the world and man. To let His glory fill it.

After Satan and a third of the angels were cast down, God turned to the human souls to ask who would REALLY choose Him. All raised their hands (after seeing what happened to Satan). God knew all our hearts and that not all who raised their hands would really stay.
He set up this world so each of us would have a true individual opportunity to choose to be with Him or not. Now, when we each get judged, there will be no complaining because we'll all see where we each really stand.

He did not need to, He "chose" to because He wanted to pour out His love on you and me, but never by force because you can choose not to accept it. How's that working out for you?
