Vague question but here's a couple "rules" to help you along.
Sunny 16. On a bright sunny day, set your aperture on 16 and your shutter speed as close as possible to ISO (ie: 1/200s and iso200). Adjust the numbers by stopping up or down (learn how they interact) to fit your camera's range and the conditions you're shooting. ie: f/8, 1/800s, iso200. Aperture was lowered by two stops, shutter speed was increased two stops to compensate. ISO stayed the same.
Sunsets. Meter the area of sky directly above sun and use this setting as the basis for exposure. Using one f-stop less light will produce the effect of a picture taken one half hour later.
Blue Sky. A clear north blue sky is a middle tone. An exposure reading using the blue sky as a source will produce a proper daylight exposure.
There's plenty more of course. Photography rules are mostly just a guide but they sure do help things along. Enjoy!

There are basics, like Key Fill and Backlight, but it depends on what you want it to look like.
Basics would include keeping all light sources the same color temperature for proper white balance in digital photography, etc.

I suggest you visit shutterbug.com and doa Search for Steve Bedell and then look for his article "Natural Light Portraiture". It was in the Oct. 2006 issue of Shutterbug Magazine.
October is always the month Shutterbug features lighting so check out the Oct. 2007 issue as well.

Actually, the only rules are to have enough light, and the right camera settings, to acheive the look you want.
It takes practice (and maybe some classes, reading, inspiration, artistic flair, etc...). Have fun.
