And how come we can only ask questions, and we cannot ask answers? These two rules are suspicious.

Well, it COULD be because MOST "answers" aren't really "questions". They're "answers".

Now, that being said, there IS a way to answer answers. Step 1 is to answer the question. Step 2 is then to address another answer inside your answer. This is effectively answering an answer.

Of course, you DO run the risk of being "reported" for chatting.

Because if you 'ask answers', that's a question. And asking about questioning and answering questioners answers is well, quite confusing.

And better yet, we can answer questions, but why can't we question answers? I don't know what to make of this.

you dont ask questions , you pose questions
and by posing questions you ask for an answer
