Yes, stated in plain English, under Federal anti-racketeering statutes (US Code Title 18, Part I, Chapter 95, Section 1953; it is a federal crime to enter a foreign lottery!

no this is a scam,do not send any personal details or money to the sender of the email,yahoo has nothing to do with this

no because a lottery you have to buy a ticket and then see if your numbers are the winning ones,but if you just get an unsolicited email that you were not expecting then you can tell its a scam because you did not enter in the first place

delete the email and block the email address of the sender of this unsolicited email

nothing in this world is free without a scam or a catch somewhere in there

remember if something sounds to good to be true then it usually is
