Yes and no.
Drinking or taking medication for recreational use is very dangerous. For cough syrups, DM rated syrups stand for dextromethorphan. Typically used in normal doses it is a cough suppressant. When more than recommended dosing occurs, it can have pain relief or halluconigenic affects.
Some types of cough syrups can make you feel "high" but, most people mainly looked foolish and tired. I don't recommend it.

Yes, and no.
Cough syrup is mixed up with soda and called "purple drank", "purple stuff" or "sizzurp". You put in codeine (very strong stuff) cough syrup and mix it in with some sprite and ice. It acts as a depressant and slows/slurs your speech and everything around you. Thats how screw music was invented: they just slowed the music down so it was like being high.
Codeine, I think, is only available by prescription so you can't go to a drug store like on South Park and get high, although there are other medications that will do that for you if you do your homework.

No, but I can't use the red colored cough syrup at bedtime. It keeps me awake. I have to buy the special clear cough syrup that costs four times as much.
