You can call the post office and order the flat rate boxes. The best ones are the 11" X 8.5" X 5.5. Don't forget the declaration forms, the envelopes for the forms and the priority shipping label.
It does not matter how much the box weighs, it will be $8.95 a box. But, if you send under 4 lbs, it is usually cheaper to send a regular box. I found that out the hard way.

If you send it in a flatrate box, it will cost the amount it says on the box. But you have to make sure you have a flat rate box and aren't trying to send a package flat rate in a different type of box.
You are not paying postage to Iraq. You are paying postage to NY. From NY, the Army Post Office takes over, which is a free service. So the amount you pay for any package, is simply the price it costs to get that package to NY.

First of all make sure you are using one of the marked "Flat Rate" boxes, provided free at your post office, or you can order them for free from the following website:

Next, when you pack it, you have to make sure that the sealed box has no bulges at all, it still has to look flat on all sides. If not, the post office will more than likely charge you the priority rate for the package, instead of the $8.95 it is for the flat rate box. Also don't forget to fill out your white customs form, that can be picked up at the post office, or ordered online too.
As to the flyer, you probably mixed up the international rate with the flat rate box fee to an APO/FPO

Make sure that you are buying a flat rate box. There are several sizes and they each cost something different. The only cost should be for the box, if it's a flat rate one.

different sizes are different flat rates. I do believe the smallest(shoe box size) is around $9-10.
and the Flat Rate boxes are preprinted with Flat Rate on them( not to be confused with Priority boxes)

The cost to send packages there is really expensive. I once had to pay $57 at the government post office just to send my sister a $20 worth item. It is a crime.

sounds like you are getting confused between sending to a APO and sending international. If you send it to a APO it will be whatever the flat rate is. If you send it to IRAQ it will cost whatever the international rate is to send it there.

If this helps, you are not mailing to Iraq, you are mailing to an APO. Look up your prices based on this. APO rates are the same as rates to locations with in the US.
