Yes, they do, and if convicted he could well lose them. The Royal Family are not above the law, Princess Ann has had speeding tickets, well at least one. That 'above the law' crap ended centuries ago.
The Queen is a different matter, she doesn't require a driving license because they are issued in the name of the Sovereign (her bad self, in other words). But she has one because she obtained it during WWII when she drove an ambulance. She doesn't have a passport though. The rest of the Royal Family aren't the Sovereign, so they don't get the free pass. You Yanks have some funny ideas about constitutional monarchies. Britain is not the Britain you like to portray in your fairy tales, it never was.
If he had anything to do with it, and he has only been questioned because he was in the area, so far, then even if the law don't get him his father may well.

It is my understanding that, unless using a gun while serving as a member of the Armed or Police Forces, all civilians (including royalty) wishing to own a Shotgun / Firearm must hold the relvant certificate.
If Harry (or anyone else) is convicted of delibertely shooting Hen Harriers or any other non-permitted species then he could potentially have his Shotgun certificate revoked (but I guess its unlikely with who he is and with no hard proof that these birds were indeed shot, I believe that there has been no recovery of the supposed dead birds as yet??)
