it's metal... it's sharp and it sucks when you're climbing over it and snag the inside thigh part of your jeans on it and have to go to the ER to receive a tetanus shot.... at least that's why I don't like it - every year while hunting I always end up getting tangled up in the fences on my parent's farm. As for a child, maybe it looks scary to them - sharp barbs, you know, maybe they just don't want to be scratched or poked by it... it can look pretty intimidating and somewhat scary...

You don't need to be bitten by a shark to realize they are dangerous and not to put your hand by it. Barbed wire looks sharp and scary. It is only seen in scary places like prisons or imposing looking factories, and these are the only places kids will see them. They also will see it on TV, but it usually is in scary shows, not on Barney or something.
Also, the child may have seen a friend with a cut and when they asked how they got it they might have heard "from a barbed wire fence".
You don't have to directly be affected by something to be leery of it.

Children tend to have a sixth sense that we as asults do not have. They can sense when some people are bad people so I would assume that he or she has a natural instinct to know barbed wire is bad.
Also, why are people afraid of clowns. They cause no harm and try to make people happy yet many people are deathly afraid of them.
There is no real answer to why they have the phobias but it is best to deal with it and make them comfortable.

I dont know why a child would have a fear of barb wire, but I wouldnt worry about that. Atleast you dont have to worry about them cutting themselves.
