Menthol cigs are flavoured with menthol which can be a synthetic compound or obtained from mint oils. quite obvious really.
If you're asking as a non smoker, menthol cigarettes have the same effect that other mentholated products have with the slightly cold almost tingly feeling. They also have a white filter. Personally i think they're nicer than normal cigarettes.

Menthol cigarettes have a minty taste to them and they numb your throat so you don't feel the hot gases entering your lungs as much, while regular do not.
