There is a solar system that make the water hot in summar. I am thinking about a way to save the heat energy to use it in the winter.

but i think like that how much water we can store

hope the storage tank costs us more

I think it was in the seventies or eighties that I saw a television story about a concrete underground reservoir being built in the grounds of a school or college. It was thermally insulated on all of its surfaces and buried under the ground and I remember its being in the shape of a wide cone with the pointy end downwards.
The idea was to store heat in this reservoir during the summer months then use that heat in winter to supplement or replace other heating methods.

The capital cost would be large and this sort of scheme might be more attractive now with the World's oil closer to running out or, worse, being the potential cause of WWIII

It is a possibilty. It has been tried.
Unfortunately you need a large heat sink,
(a 'hellofalotta' water), to make it work.
Think about it:
* Water stores 1 BTU. per Deg. F. per Lb. of water.

* The average home can use thousands of BTU.s
per hour for winter heat. ( A small gas furnace is
about 50,000 BTU rated.)

* The use of the water is limited on the low side
by its freezing point, and on the high side by its
boiling point. (Actual practical limits are far narrower
though 'ice storage` A.C. units are in use to limit
peak demand usage.)

If there's enough sun you can still use it if you place some mechanism to prevent freezing. If you have the solar cells, and you have a surplus of energy, you can always store it in batteries. This is likely very cost inefficient.
