Would I pay to have them put up?Yes I would.It is a growing business.Every year I get calls for decorating homes for the holidays.We are far too busy with snow removal but a lot of people simply do not have the time to install them.

Some people like to really go nuts with Christmas light displays on their houses. And, I know a lot of people do hire someone to install them on their houses, including renting the lights themselves. But, I just put up a couple of small strings on my front deck. So, I wouldn't hire anyone to do that.
I see hand-posted signs around town this time of year advertising Christmas light services. So, I would assume distributing flyers would be one way of advertising that service. I would suggest, though, that you concentrate on neighborhoods that have a lot of nice houses (more disposable income) or lots of families (people set up elaborate displays to impress their kids and their neighbors).

I enjoy doing the decorating myself and it is family holiday tradition. That being said, I have many neighbors who do hire a service to do it for them. Some are elderly and don't want to get up on a ladder, but most are couples who work and have too much going with their children at the holiday time to do it themselves. Great business here in SoCal, the ones in our area have a waiting list.

unless I had a 14 acre lot with a lot of trees and every one of those tress had to be decorated, no. Also, I do not think you could choose the type of lights you wanted, which in my case would be those low-energy LED lights. So overall, no

Not me but I enjoy doing it. I'm sure some will appreceate it however if reasonable enough. Good idea to make a few bucks. I think I'll start it around my area.

probably not... but seniors and other people who are unable to do it them self might find that service really helpful
