For 150 bucks you might as well hook your tv up to a clock radio!

I am afraid entry-level 5.1 systems (speakers, recevier, sub, dvd player) start at about $550. The one I bought my daughter for Christmas was $700.

You also need to ignore "watts". You dont need tons of power when you surround yourself with a circle of speakers focused on 1-2 chairs. Power was king in your fathers time, but not so much any more.

My advice: check your local Craigslist for someone selling a receiver, speakers and sub. You might find them at $200-$300. You wont find audiophile quality gear, but you can get respected Sony, Yamaha, Denon or even Kenwood systems that were great 5 years ago.

EDIT:

I just saw your other post. There is one thing you can look into without getting into a receiver, speakers, sub, dvd player (HTIB)

Logitech has some 5.1, self-powered speakers ment for a computer system. As long as you dont try to rattle the walls, these do a decent job. The THX-rated system runs about $220 but I have seen them for cheaper used. Once again, look at your local Craigslist for used to save money.

Go for a Home Theater in a Box, there are some good enough systems for less than $150.
