as far as english is concerned it clearly says nothing about sex, it plainly says "touch"

Is this what you are talking about? Jesus did not say this for say, however it is in the in The Word of God. So it is true.

The reference that I can find is in 1 Cor. 7:1. However, this was not spoken by Jesus. It was spoken by Paul. And it is in reference to sexual contact or marriage.

yes it says that yes. but it means men are not to touch a woman sexualy till they are married.
