go to the police department in person and have an officer escort you to the store. there is no reason for him to keep the i.d., period, even if it were fake. all he can do is refuse to sell to you.

Call the actual 9-1-1. Tell them your ID was kept by the clerk and that you want it resolved. Tell them he won't give it back, and that you have tried to get the police there through police dispatch. Most likely, they will just give you a run around and tell you to call police dispatch again. But they might send over an officer right away to deal with this. You shouldn't get in trouble for calling 9-1-1 on this, since you have tried to go about this through the police already.

He must have thought it was a false ID which he can hang onto to give to the police. If he thought that he should have called as well. On the other hand, it is illegal to hold onto a state issued photo ID for collateral or any other reason.

Call your local police STATION (not 911) and explain the situation to them. Ask them to have an officer meet you at the atore to retrieve your license. Also you might talk to the owner of the store or manager and explain the situation to him.

Go to your local police station and file a police report.
Make sure you provide them with the store's name, address and name of the person who took your id. If you don't know it, give them a description of the guy.

I would have called them again. I would have also asked for the store owner's name and called them. Also the manager (if he wasn't the manager).
I would not have left the store without my ID.
