is there a way to make a device that can kill electricity such as a gun that sends frequency to kill an electricity for cars while car is running?
If so, how can I do it?
how much will it cost?

i thought that was electro magnetic pulse, but its expensive

you cant kill electricity.....

however, you can reroute it, destroy its pathway, or excite the electrons to the point where they will destroy their own pathways.

this gun youre talking about would most likely use EMP technology which sends a pulse of extremely highly charged electrons into the atmosphere, which strips the electrons off of the surrounding atoms in turn, sending a shock wave of excited electrons out from the source. If these electrons hit wires or other conducting surfaces, they heat them up considerably and cause massive interference with any signal which is being sent. It also would erase non solidstate memory devices.

As far as making one, i will not tell you how to do it, especially on a site such as this one. Nuclear weapons put off EMP pulses when they are set off... im sure they government has been researching this technology for a long time, but the only way to implement it that i know of is in the form of a bomb type device which would take out a city at a time.

dare i ask why youre interested?

An EMP can burn out electrical devices,
but not "kill electricity".
Trouble is, so far, it takes a fission bomb to
generate one of useful size, and it's omni-directional.
A lot of the 'cost` is in collateral damage.

energy cannot be generated nor destroyed

i think you can jam that particular electrical device how can you kill electricity
