It's normal exploration. The most you can do is explain to her that she shouldn't do it in public -- but don't make it seem like she's doing something wrong, because she's not. It's perfectly healthy.

its normal for toddlers to do that, she just exploring her body. Don't react negatively to it or she will think theres something wrong with oe that her private parts are bad.
Theres also the chance she has some irritation and is itchy, check her for redness or a rash, make sure she is not in pain when she pees as that can be a sign of a fungal or bacterial infection.

My ex's daughter did this. A lot. When talking to the doctor he said some girls, like boys find it feels good. So just give her a gentle reminder that is only okay to do in her room and her own privacy.
You could call and talk with her doctor as well. Make him/her aware of her behaviors so everyone is on the same page.

Could be a behavioral 'tick'. Pay careful attention to things like her mood, what she is/was doing at the time, and try to see if something triggers her behavior. If you cannot curb the behavior in a reasonable amount of time, consider taking her in for a physical and mention the behavior to her physician. Ask for his suggestions.

Perfectly normal. She is just exploring her body. Don't shame her! Just help her learn that her body is hers and about good touch and bad touch. It is also a good idea to start teaching about touching is OK and it feels good but it is a private thing and there are some places that it is OK to touch and some places that it is not OK (encourage bedrooms, maybe bathroom or wherever you are OK with it).

1 of 2 things i can think of,
1 she is getting an allergic reaction (heat rash) form something and scratching ( power, diaper, ointment, Soaps, detergents, shampoos, or lotions?) or.
2 she seen someone doing that action and repeating it
( TV, a movie, an amnial? )
ask the doctor, kids do funny things sometime for no reason.
my daughter had itchy rash on her waist and i tought she was scratchinh her pvts, i have 3 kids 2 girls.

alot of children go through this, the best thing to do is ignore it as long as you are not in public or she is hurting hersrlf, try simply telling her to stop, but do not over react
