The Peace Corps has reserves? Really? Are they expecting to loose people out there conducting "peace"? The military reserves are a force of personnel set aside or "resereved" in the event that the active mission is in need of extra personnel. The concept originated WAAAAAY back when the reserves were called forward after the first hundred thousand or so troops were killed on the battle field. The theory is the same now though it is put into practice a bit differently. Military reserve forces are utilized in order to both back-fill positions left during a crisis when the active duty personnel are sent forward, and as extra forces to be used as necessary by commanders. Military reservists spend the vast majority of their military career on non-active status, doing the "one weekend a month, two weeks a year during the summer" training cycle thing. After 9/11, reservists have been called up much more frequently to support an increasingly downsized active military force.
I was not aware the Peace Corps had reserves but I'm sure they operate on the same basic concept. They would get the same "training" as the full-time Peace Corps volunteers but would only be called to help out during times of mass-crisis such as Hurricane Katrina, the Darufur Crisis, Mass Flooding and other large Humanitarian issues.
Of course, the goal of the United States Military (active, guard or reserve) is to fight and win wars. The goal of the Peace Corps is “to promote world peace and friendship through a Peace Corps, which shall make available to interested countries and areas men and women of the United States qualified for service abroad and willing to serve, under conditions of hardship if necessary, to help the peoples of such countries and areas in meeting their needs for trained manpower.” (Wikipedia)
Hope this helps.
Cheers!

Peace corps reserves are only associated with the Peace Corps whose main focus is on peace. They aid in disasters, bring food to starving countries, etc.
Military reserves are associated with some branch of the military and can be used in active military situations (war).
