Well, if that were the case then I would say ONLY Winnie the Pooh bear can have amnesty!

Winnie was donated to the california zoo after a soldier who was stationed in Canada was being discharged from his loyal service and was returning to the UK. The 'author' of Winnie the Pooh then took such great pleasure of watching his son with this unique bear at the zoo, that he created the story for all to share. Winnie's museum is aprox. 100 miles of the border of S.S. Marie, Michigan where he was found as a cub. (lol i doubt they had to file papers with the government)
