Well formal is any occasion that is special with some sort of dress code and set way of behaviour and for a special occasion. A Prom in the American sense is a formal occasion so a prom dress would be a formal dress but a formal dress would not necessarily be suitable for a prom.
In the UK the proms is the promenade concerts at the Albert Hall as lately at other venues so there is no dress rules for that

Prom and Formal are two different things where I come from.

Formal was usually for the underclassmen. Ours was usually in December--all four grades were invited. Basically the same thing as prom, but not as hyped up.

Prom was usually held in May--only Juniors and Seniors were invited (although you could bring a younger date).
