True immigration reform is immigration laws being enforced. Politicians in Washington want to fool the American public with a different meaning.

Immigration reform is the common term used in political discussions regarding changes to immigration policy.
In a certain sense, reform can be general enough to include promoted, expanded, or open immigration, but in reality discussions of reform often deal with the aspect of reducing or eliminating immigration altogether. In that sense, reform typically refers to a wide spectrum of viewpoints which may include anti-immigration and immigration reduction. However, the term is also widely used to describe proposals to increase legal immigration while decreasing illegal immigration, such as the guest worker proposal supported by George W. Bush.

Immigration reform is a generic term used to describe politicians looking at our current immigration policies and making changes to fit our country's current needs.
These words have no positive or negative meaning on policy except to say that they possibly maybe changed.
It could mean that we will allow all foreign citizens in the US to become citizens or it may say that we will no longer let anyone from anywhere in. These are obviously two extreme cases.
Basically all that is being said by immigration reform is that the policies will be reviewed and possibly changed. There is no promise of benefits to anyone.

Americans refer to Immigration Reform as enforcing our laws and deporting. Politicians and special interest groups refer to Immigration Reform as amnesty. Two different things! Both of these refer to illegal aliens - immigrants have plenty of benefits.

You mean illegal immigration reform. If the US citizens have it their way, it means, bye bye, back to Mexico you go. Additionally, it could mean that the US will not longer be attractive for illegals to come here looking for jobs.
On the other hand, if you have heard of the Dream Act, that is meant to benefit some already here.
Reform, in this matter, means to change or enforce existing laws.
