Owning a scanner is not illegal but using it to listen to transmissions not meant for general reception is ILLEGAL !!
General transmission is defined as :
a) licensed broadcasting stations
b) amatuer and citizen band radio transmissions
c) weather and navigational transmissions
Section 49(1), (2) and (3) of the Wireless Telegraghy Act 2006 makes it an offence if a person uses the equipment to obtain information which he is not the intended recipient of.
This means it also illegal to tell a third party what has been heard.
Under Section 1 of the Regulation of Investigatory Powers Act 2000 it's an offence for a person to intercept any transmission by means of a private telecommunication system..........
Bottom line it's illegal to listen to other people mobile/cordless phonecalls.....
THESE ARE UK LAWS.......
Go to the OFCOM site http:/www.ofcom.org.uk/radiocomms/ifi/enforcement/ofw156x and print off the Guidance on Receive-Only Radio Scanners....
Phone the Police (again) and point out that your neighbour is breaking two laws..... you could also try contacting Ofcom?

Report it to the Police in writing.
If they still do nothing write to the Chief Constable.
Keep copies of letters; if still no action write and send some copies to your MP.
If still no response, ask which Newspaper they would like the story to be printed in.

Is repeating something that is broadcast over the airwaves a crime? I'm not sure it is, but assuming for the moment that it is, can they arrest him on your say-so? Probably have to prove it. Watch for strangers in the pub wearing a recorder.

the fact is..anyone in the world can buy a police scanner so its not privileged info.......and if u did smash it....he could take u to court for destruction of property...so ur best bet is just try to ignore him

That is an invasion of privacy and if you can prove it the cops should follow up on it!! You could take your mates down to his house and scare the sh*t out of him!!! Just don't resort to violence that would just make things worse than they already are!! Good Luck with that!!
