"Arrested"...technically yes! However, law enforcement does not place juveniles (minors) in jail for minor offenses.
Within my own jurisdiction, the Alcohol Beverage Control Board will cite the establishment for violation of the law.
The minor will be detained and released to their parent(s) or legal guardian. The minor could be adjudicated through a juvenile court system.

Juveniles are "taken into custody" and never "arrested". Same thing different wording. Would you go to jail - no. A secure juvenile facility - probably not. Fined - absolutely.

Possessing, or attempting to possess is illegal and you can get charged.
I'm not sure "arrested" is the correct word, you would probably recieve a citation with a court date.
