Eek! A Siberian in an apartment complex. Not good.
Siberians are very vocal, especially if they are bored and/or lonely. They are team/pack dogs, and really do better with a buddy.
There is also the old adage, "A tired dog is a good dog." which applies to the Siberian. If he's not getting enough exercise, and you're keeping him crated all day, I'm not surprised that this is a result.
How old is this dog? A bark collar may help, but I wouldn't put one on a young puppy.
First and foremost, you need to make sure this dog has adequate exercise before he's left in the crate.

A bark collar might work, but sometimes it takes them a few weeks to get used to their crate. My dog ripped off his bark collar and chewed it up. He will learn to love his crate but it just takes a little while, my dog hated it at first but after he got used to it he loved it! If there is anywhere else you can take him, but still leave him in the crate while you are gone you might want to try that just so you don't get kicked out.

Listen, Make sure you walk him before you put him in his crate before you leave, make sure he gets water before also, and maybe a biscuit (treat), also try chew bones , rawhide , maybe he will love that as well, it may take a few days also try crate at night while you are still there,and do all those things before bedtime and see if he continues it. Maybe have a neighbor, tell you how much he barks during the day, I know if you tell them your trying to crate train him they will understand for a bit. Just make sure he gets walks. I have two huskies and they love the crate.They howl to get attention from the others in the pack and barking is probably saying get me outta here.You can try a muzzle temporarily,but I do not think it will help.

Go to the Patriot Husky Rescue website at www.pshr.org and you can get a lot of valuable information about your dog.
Unfortunately, I think that he is lonely and you really need to go to that site and do some research on your dog and contact them and they will give you some great advice.

You might try a wind up alarm clock in the room to simulate a heart beat if he is a puppy so he won't feel alone. Also you could try leaving the tv on so it isn't so quiet & he may not feel alone.
