You'll have to call the local county or city court bulding and they can direct you on what you need to do. Usually, you have to fill out a lot of paperwork for background checks, pay a fee, and also get photographed and fingerprinted. But your local court system should be able to tell you. Call information on your phone and ask for the Gun permit department.

1.)Contact a gun store. They will know state regulations.
2.)Do a little homework on self-defense guns. You will hear a hundred different opinions. Remember YOU GET WHAT YOU PAY FOR. Cheap in not the best way if your life depends on it.
3.)practice, practice, practice, look for any classes offered at local gun ranges

Go to Jefferson Gun Outlet off of Airline Hwy in Metaire. They have Concealed handgun permit classes on Saturday mornings. But if you do not plan on carrying concealed, you can go in any gun store and buy one without any license.
(except your drivers license of course)

Pull up the state web site and follow the info trail. Try to find someplace else to be, too, just for your own safety.

Get out of there, those folks are nuts...Didn't you see them hit that old woman and take her gun away from her, her only protection from the criminal element.
